Montecito's New Restaurant Wave Looks Like Outside Money. Check Who Actually Signed the Lease.

Luca Crestanelli's first meal in Santa Barbara happened almost twenty years ago, at a pizzeria on East Valley Road called Via Vai. This August, he opened his own restaurant in that same building. As Noozhawk reported the week Ancora Osteria opened, Crestanelli said, "I see the restaurant for all moments of life," describing a room where you can walk in from the beach in flip-flops or dress it up for an anniversary dinner.

That detail matters more than it looks. Read the list of what has opened or is in the works on Coast Village Road and in the Upper Village this year and the surface story writes itself: a New York hospitality group, a Restoration Hardware concept, an Austin-and-Aspen oyster bar, a New Jersey pizza brand. It reads like national money finally found the two-mile stretch of Montecito that spent a decade resisting turnover. But look at who's behind each restaurant, and the story splits in two. The concepts with the deepest local roots are the ones getting mistaken for outside investment. Sally Boy's is the out-of-town brand in the mix; as of late August, it was still under construction.

What's actually changed hands

Five addresses account for most of the year's dinner-table conversation. Here's the rundown, plus the detail that gets lost when a listing just says "new restaurant opens."

Monte's opened March 18, 2026, in a space that had cycled through three concepts before it. What makes this one read differently is the supply agreement behind it: chef Daniel Kim, who cooked at Providence in Los Angeles and the Restaurant at Meadowood in Napa Valley, built the menu around what comes off Rincon Hill Farm, a former Carpinteria avocado orchard that Endwell converted into a working farm supplying the dining room directly. That's not a decor choice. It's a structural one, and it means the kitchen's identity is tied to a specific 805-area-code piece of land rather than a corporate commissary.

The ones that look local because they are

Little Mountain took over the old Montecito Wine Bistro corner on San Ysidro Road. National coverage tends to flatten this to "hospitality investors open new restaurant," which skips the part that actually explains the room. Graham Duncan, who co-owns East Rock Capital, is a Montecito resident, and the chef search wasn't a recruiter exercise. It ran through personal connections, regulars from a New York restaurant who had moved to Santa Barbara and knew Duncan. The restaurant is open Wednesday through Sunday, 5 to 9 p.m.

Ancora Osteria is the clearest case. Norman Borgatello, one of the three owners, has shaped the character of the Upper Village's business community for decades. Luca Crestanelli has run S.Y. Kitchen in Santa Ynez for more than a decade and also runs Nella Kitchen & Bar in Los Olivos, so he's not new to feeding this region, just new to doing it from this particular address. The restaurant serves dinner Thursday through Monday, 5 to 9 p.m., with reservations opening fourteen days in advance and walk-ins welcome at the bar.

Even Clark's Oyster Bar, which markets itself as an Austin-and-Aspen import making its California debut, sits inside a building redesigned by Jeff Shelton, the Santa Barbara architect whose work is scattered across downtown. The capital came from elsewhere. The building, and the person who reimagined it, didn't.

The one that's still awaiting its opening

Sally Boy's Montecito is the exception that clarifies the rule. Announced in April as a brand extension of a Red Bank, New Jersey pizzeria co-founded by Sal Basile of Artichoke Basille's in New York, it was supposed to bring a counter-forward pizza-and-Italian-American format to the long-vacant building at 1080 Coast Village Road, the one most residents still remember as Menelli Tile & Stone, which also housed The Well and Mad Dogs & Englishmen. As of late August, it still hadn't opened. During Sally Boy's buildout, a Sherman Oaks antique furniture outfit ran a two-week pop-up there.

The restaurants described here have different kinds of local connections. Sally Boy's, an out-of-state brand, was still under construction as of late August; the others have local ownership, supply, operating or architectural ties.

The quieter cluster at The Post

A few blocks away on East Cabrillo Boulevard, a smaller version of the same story is playing out at The Post. Little King Coffee, opened by Ryan Dobosh and Grace Gates, has been running out of 1801 East Cabrillo Boulevard since August 2025. This summer, the same physical space started doing double duty. On Friday through Sunday evenings, staff swap out the coffee displays for a five-panel painting the owners made themselves and turn the counter into Vic's Wine Bar, run by Aleah Schepps Elisara and her husband Ethan, who named the bar after his aunt in New Zealand. It's not a new lease or a new buildout. It's one small business finding a second identity after dark, which is a different kind of local anchoring than a farm supply contract, but an anchoring nonetheless.
